  11. Research emphasis will be on the development of new applications and the deployment of demonstration missions and pre-operational systems where satellite communications represent an efficient response to these needs in terms of GMES downstream services.
  12. It is recommended that new electronic toll systems brought into service after the adoption of this Directive use the satellite positioning and mobile communications technologies listed in paragraph 1.
  13. ‘complementary ground components’ of mobile satellite systems shall mean ground-based stations used at fixed locations, in order to improve the availability of MSS in geographical areas within the footprint of the system’s satellite(s), where communications with one or more space stations cannot be ensured with the required quality.
  14. The Commission, in its Communication of 26 April 2007 on European Space Policy, has also established an objective of facilitating the introduction of innovative satellite communications services, in particular by aggregating demand in remote and rural areas, while stressing the need for pan-European licensing of satellite services and spectrum.
  15. The Commission also received comments from the following interested parties: Nordic Satellite AB (‘NSAB’) [5], ProSiebenSat.1 Media AG (‘ProSiebenSat.1’) and the European Cable Communications Association (‘ECCA’) and Deutsche Telekom AG (‘DTAG’) [6], and the European Satellite Operators Association (‘ESOA’) [7].
