- In order to facilitate the development of a competitive internal market for mobile satellite services (MSS) across the Community and to ensure gradual coverage in all Member States, Decision No 626/2008/EC creates a Community procedure for the common selection of operators of mobile satellite systems that use the 2 GHz frequency band in accordance with Commission Decision 2007/98/EC [2], comprising radio spectrum from 1980 to 2010 MHz for earth to space communications, and from 2170 to 2200 MHz for space to earth communications.
- ‘mobile satellite systems’ shall mean electronic communications networks and associated facilities capable of providing radio-communications services between a mobile earth station and one or more space stations, or between mobile earth stations by means of one or more space stations, or between a mobile earth station and one or more complementary ground components used at fixed locations. Such a system shall include at least one space station;
- It received comments also from the following interested parties: B2 Bredband AB (‘B2’), the European Cable Communications Association (‘ECCA’), the European Satellite Operators Association (‘ESOA’), NSAB, Telenor Broadcast Holding AS (‘Telenor Broadcast’), TeliaSonera AB (‘TeliaSonera’), UGC Europe, Inc. (‘UGC’) and Viasat.
- The conclusions of the first-phase evaluation by the external experts were discussed by the experts of Member States in the framework of the working group of the Communications Committee on the comparative selection procedure for pan-European systems providing mobile satellite services (MSS).
- Both ETSI and the CEPT have confirmed that the amendment to these technical parameters does not change the protection vis-à-vis the other services sharing the spectrum with WAS/RLANs and keeps in particular the aggregate interference from RLANs operating in the frequency band 5150-5350 MHz to a level sufficiently low so that interference to satellite communications would be avoided.
